CIRDI is an inter-disciplinary centre of expertise on natural resource governance, housed at the School of Public Policy and Global Affairs at the University of British Columbia (UBC). In addition to our headquarters in Vancouver, CIRDI opened a field office in Addis Ababa, Ethiopia in 2016 to administer our Supporting the Ministry of Mines (SUMM) Ethiopia Project. With Canadian and international partners, CIRDI provides leading-practice advice, technical support, training and applied research as well as a platform for innovative thinking, knowledge mobilization and shared learning. Our academic and operational independence enables us to act as a neutral convener in complex, multi-stakeholder environments.
The Learning and Training Manager will develop and manage a portfolio of learning projects related to the Institute’s program areas. This will include: designing, developing and implementing high-quality courses (face-to-face and online), workshops, executive education and training programs offered as part of UBC’s School of Public Policy and Global Affairs, peer-to-peer learning events, conferences and other training and learning modules for CIRDI’s projects; working with teams of technical experts to support development of learning programs, capturing key learning outcomes and lessons learned, reporting on results and identifying and investigating new business development opportunities for training and learning.
The Training and Learning Manager reports to the Associate Director of Programs and works collaboratively as part of the CIRDI team in Vancouver and field-offices as needed. The Training and Learning Manager will have a portfolio of active projects. Delivery of these projects will involve working with various project staff, CIRDI’s Executive team, university faculty and technical experts from the private and public sector. The Training and Learning Manager will liaise and be in contact with a large number of stakeholders and international partners from local communities, academia, government, industry, NGOs, multilateral and international development organizations.
– Manages the design, development and implementation of CIRDI learning and training programs, with a focus on sustainable, needs-driven
executive education programs that will contribute to a sustainable fee-for-service model.
– Identifies synergies and opportunities for new learning programs and for cross-project learning and training.
– Manages the development of training products such as course manuals, online and digital learning modules, and video.
– Adapts and modifies existing course and learning materials for different countries, cultures, and learning styles.
– Identifies learning opportunities within CIRDI’s projects and from documents, reports and other products generated by CIRDI. Distills this information so it can be communicated and accessed by a wide range of CIRDI stakeholders.
– Works with program managers, academics, partners and project teams to support the development and delivery of learning and training programs.
– Engages with a wide range of stakeholders from national and provincial governments, communities and companies engaged in extractive sector activities, civil society groups, academic researchers, strategic partners and consultants.
– Identifies and writes proposals for new business opportunities related to learning and to support the Institute’s long- term sustainability.
– Manages, plans and conducts in-country learning programs as needed. This will include international travel and coordination with project teams and partners, stakeholders, and related activities.
– Captures and reports on key learning outcomes and lessons learned.
– Provides program management to support the effective and efficient delivery of a portfolio of CIRDI learning and training initiatives, including ensuring they are within budget and according to established CIRDI policies and procedures.
– Applies performance management frameworks in order to monitor and measure the impact of learning programs. Use Results Based Management (RBM) methodology.
– Initiates innovative and creative solutions to meet the learning and project delivery goals and objectives of CIRDI projects.
– Trouble-shoots and develops solutions to identify gaps and respond to emerging opportunities. Identifies and resolves barriers to the implementation of learning and training with specific consideration to challenges for the in-country work including “supply chain” issues.
– Manages learning events such as workshops, roundtables, and conferences.
– Initiates studies as required to assess the economic, environmental, and socio-economic benefits and impacts of learning programs.
– Ensures activities are related to development and implementation of the Institute’s cross cutting themes of gender and environmental sustainability, ensuring these themes are considered as per specific donor partner policies.
– Identifies, mobilizes and retains Canadian technical expertise and experience from various stakeholder groups.
– Develops Terms of Reference (TOR’s) documents for consultants involved in learning programs.
– Participates and where applicable provides technical expertise in the planning, designing and developing research on a variety of natural resource governance topics as well as trends in international development practices.
– Builds and maintains external relationships and collaborations that can enhance the organization’s capacity to carry out its mandate.
– Represents the Institute at external forums to enhance the Institute’s internal and external profile.
– Other related duties may be required.
CONSEQUENCE OF ERROR
The incumbent must be able to work independently and within a team and exercise considerable judgment on a daily basis. Errors in performance of the above-related duties could have a significant impact on operations, effectiveness, image, and reputation of the Institute (CIRDI) and UBC. The work involved in this position may be time-sensitive with firm deadlines that must be met. Failure to meet these deadlines could result in loss of funding for programs and/or research opportunities, and overall diminished prestige for the Institute and the University. The position is an important to supporting the CIRDI team in developing and implementing the Institute programming. Incorrect interpretation or communication of policy and procedures or lack of tact, diplomacy or sensitivity in dealing with stakeholders could potentially result in damaged relationships and credibility, leading to irreparable damage for the coalition of universities including their relationship with funders and the federal government. Errors in carrying out activities related to the position’s portfolio of projects would have significant
reputational and consequences for partners associated with the Institute and UBC.
The Learning and Training Manager works under the general direction of the Associate Director of Programs, with input from other members of CIRDI senior management.
May assign work to junior staff and contracted experts.
Undergraduate degree in a relevant discipline. Graduate degree preferred. Minimum of four years experience or the equivalent combination of education and experience. Experience developing and delivering training program preferably in the international arena. Strong working knowledge of the minerals and mining industry and other resource sectors and international development. Experience in developing and delivering online courses and other digital learning modules is an asset. Event organization, and management experience. Fluency in English is required. Fluency in French or Spanish is an asset. Project coordination/management and business development experience or the equivalent combination of education and experience. Experience working in a developing country is desirable. Strong organizational and time management skills are essential. Excellent oral and written communication skills. Ability to effectively communicate and work collaboratively
with a multi-disciplinary team and a wide variety of stakeholders. Strong attention to detail and ability to work effectively under pressure to meet multiple priorities and tight deadlines. Ability to work in a team environment or independently under minimal direction, take initiative and exercise sound judgment. Excellent interpersonal skills and ability to interact diplomatically with a variety of people (including faculty and partner organizations in developing countries). Demonstrated ability using Microsoft Office Suite for Windows or Mac. Knowledge of online and digital education software programs and tools is preferred. Ability to exercise tact, discretion and good judgment. Ability to efficiently and effectively coordinate tasks. Ability to anticipate problems and issues and plan ahead. Ability to communicate effectively in writing. Ability to approach interactions with an awareness of sensitive issues. (e.g., issues concerning specific cultures) Ability to conduct needs analyses,
